Whether High Speed Railways shall be in Poland?
Author: Jerzy Kisilowski
In the world there is a tendency to restore the important role of mainly the passenger rail transport. At this state it consists of several elements of an economic, social and technical character, which also answers the question: whether and why high speed rail? The first element are functional economical. At distances up to 1500 km rapid rail transport; with speed such as 350 km / h, is competitive with other means of communication including airtransport. It does not seem necessary to justify that the cost of one passenger on a distance of 1000 km are lower than of air transport or car. The analysis conducted in this field prove this thesis. 2 pages.

Issues of the environmental protection in investment processes
Author: Krzysztof Stypuła, Janusz Bohatkiewicz
It seems that nowadays there is no need to convince anyone of the need to protect the environment and that the issue should be taken into account at the design, construction and operation stage of railway investments. Such are the demands of society and these are the requirements of the European Union. However, we should ask: are environmental analysis prepared now (project information sheets and reports on the environmental impact of the project, post-implementation analysis, environmental reviews, acoustic maps, environmental protection programs against noise and other specialized studies) are carried out correctly, professionally, or these are the only documents that meet the formal requirements. 7 pages.

Directions of action after a rail crash under Szczekociny
Author: Janusz Dyduch, Andrzej Cholewa
More than a year since a train crash in Szczekociny allows the analysis and evaluation of the programs of actions, which in the future should prevent a similar tragedy. The experience of recent years confirmed that the insufficient development of transport infrastructure is one of the most important factors that inhibit the development of Poland. Transport policy is directed towards the realization of individual short-term objectives and, consequently, characterized by a lack of development vision in the long term. The source of these problems is primarily a deficit of a substantive factor in the decision making process. As a representative of the scientific community I express my deep concern and anxiety related to the absence of action to solve existing problems of transport and creating foundations to facilitate the development of other activity areas of the state and its citizens. 12 pages.

Chosen problems of the modernisation of intermodal terminals on the example of the terminal in Kąty Wrocławskie
Author: Radosław Mazurkiewicz, Jarosław Zwolski
Intermodal transport is understood as a transport of goods in the same load unit with different transport modes without reloading the cargo. In contrast, the concept of multimodal cargo transport is determined by at least two means of transport. The most common intermodal transport is carried out in such a way that the core mean is railway or ship (rail or water), transporting cargo unit on long distances, while a short distance from the sender to the terminal and from the terminal to the customer are carried out with car transport. If the sender or customer has its own railway siding, it is possible to completely eliminate car transport at one end of the transport chain. Parties 5.

Current and of the future railway control command systems
Author: Andrzej Lewiński
A significant step in the development of train traffic security devices was the use of electrical equipment (relay), the construction and implementation has already started in the 40s years of twentieth century. It was preceded by the phase of implementation of hybrid devices (mechanical and electrical), i.e. slide device with traffic lights [1, 5]. Modern rail traffic control systems in transport are computer systems, communicating via wired and wireless standards. 8 pages.

Modern technologies of the modernisation of railway engineering objects
Author: Tomasz Siwowski
The railway network in Poland in a result of years of neglect, caused primarily by a lack of clearly defined rules for financing its development and maintenance, is currently in a very bad condition. It requires a lot of immediate interventions aimed mainly at renovation and repair of infrastructure, starting from tracks to civil engineering works, energy devices and automation and telecommunications, and a proper, taking into account the interests of the country and its regions, investment plan. 7 pages.

Permanent satellite measurements of the tram system in Gdańsk
Author: Cezary Specht, Władysław Koc, Aleksander Nowak, Jacek Szmagliński
In recent years there is a rapid growth in interest in investments in tram transport investments. In whole Poland are made purchases of modern low-floor trams and modernization of existing, as well as building new sections of tracks. Already in the 80s. was postulated the construction of high-speed tram, anti-collision or with priority over motor transport, as an excellent alternative to private transport. To achieve this objective of raising the average speed (trade) from about 18 to 25-28 km / h (which is a speed approaching the average transport speed of personal transport in urban centers [16]), it is necessary to consider also the question of improving the quality of both design and works on tram lines. 5 pages.

Savings resulting from flange lubrication of wheels in bows with the different radius
Author: Andrzej Wójtowicz i Henryk Bąkowski
In real conditions of set wheel-rail work in a place of contact are stresses and slides affecting the processes taking place in this important location. The contact surface is constantly changing depending on many factors, both structural and operational. Being a result of overlapping of these factors, the problem of stability of the surface layer, in particular the running surface of rails, remains unsolved [1, 2]. 4 pages.

Analysis of factors of chosen defects affecting coming into existence in railway rails
Author: Jerzy Zariczny, Sławomir Grulkowski
Led by authors from October 2010 a research on rails defects on the experimental track showed that they occur with varying frequency in both individual kilometers (hektometers) and on both rails [9, 10]. This means that in certain locations rails are more prone to defects. Impact on this phenomenon have numerous factors, named due to their nature technical-operational terms. Identification and quantification of these factors is necessary to formulate new criteria for assessing the sustainability (life) of rail, taking into account changes in the structure type and quantity of detected defects [2, 3, 6]. 4 pages.

Chosen issues of the visional diagnostics of the railway tracks
Author: Piotr Bojarczak, Piotr Lesiak
Significant development of vision technology, covering both equipment (cameras, servers), as well as the processing algorithms and image analysis resulted in a significant increase in interest in using these technologies in the diagnostics of railway track. Vision technology is especially useful and even necessary in the case of the detection of surface defects of the rails. Use in this case of the traditional diagnostic methods based on ultrasonic technology brings inadequate results. Therefore it is being searched for an alternative methods for detection of such drawbacks, as the eddy current method, used eg. for German railways. However, its practical application in systems with significant test speed in the harsh conditions that prevail on the rail route also causes certain restrictions. Therefore, efforts should be made to fully apply contactless technology, such as video methods. Pages 6.

Calibrating threats bucklings of railway tracks
Author: Henryk Bałuch
Appearing increasingly extreme weather conditions around the globe are reflected, inter alia, in the form of several days of high temperatures. In Poland, in last ten days of June temperatures reach 35 ° C, in July and even exceed 36 ° C. According to meteorologists the predicted average annual temperature will increase by 0.1 ° C / decade. [12] In periods of high temperatures are rising risk of tracks buckling. In US railways from 23 June to 4 July 2012 occurred derailments of four freight trains with coal, due to tracks buckling. In one of these derailments in built-up areas, wagons rolled down the road, destroying the overpass and causing the death of two people. Total losses caused by these derailments exceeded $ 5 million [13]. 6 pages.

Keeping the tracks on high speed lines as the element of the risk in the exploitation process
Author: Kazimierz Towpik
Changes that occurred as a result of development and increase the territorial coverage of high-speed lines in the world, inter alia: - reorganization of the railways with their partial privatization and liberalization of the market for rail services performed in many countries; - The introduction of new technologies, especially related to safety and environmental protection, and the development of common standards and recommendations of international scope; - To develop technical specifications for interoperability for individual subsystems of the railway system and a number of European standards for railways; - Emergence of new forms of contracts for the design, construction and operation of high-speed lines requiring long-term contracts, often for a half of century, in which the recipient of the concession is not only co-financing the construction, but also bear the costs of operation and maintenance of the line, and after the expiry of the contract infrastructure objects pass on his property. 4 pages.

Evaluation of effects of the tuning of the pivot of the tracks
Author: Władysław Koc, Piotr Chrostowski, Paulina Grzejka, Cezary Specht, Leszek Lewiński
At the Third Scientific and Technical Conference "Design, Construction and Maintenance of Rail Transport Infrastructure in INFRASZYN 2010" was presented a paper "The methodology of the track axis adjustment - current state and perspectives" [8]. It has been shown that many of the irregularities found in geometrical configuration of tracks indicate the need to pay attention to the effectiveness of the methodology used for design and implementation. There is evidence to conclude that the reason of the present situation is an unfavorable procedure of track axis adjustment. A radical improvement in this field will be available after using continuous satellite measurements, with antennas installed on a moving rail vehicle. 4 pages.

Burdening and wearing railway switches in exploitation conditions and materials applied for their construction
Author: Krzysztof Aniołek, Jerzy Herian
Rail shapes (Fig. 1) used in the construction of turnouts and railways must have high mechanical properties, adequate resistance to burden and wear. Materials with these characteristics provide a longer life service and greater safety of rail transport [1-3]. Thus, the problem of stability of rails and turnouts remains open to technological research, structural compounds and mechanical characteristics. This subject is also important due to the strategy adopted by the country's high-speed rail development. 5 pages.

Examination of the impact of using mats vibroisolation in the structure of the railway track to the level of oscillation transmitted to surroundings
Author: Janusz Kawecki, Krzysztof Stypuła
To rail investments related to the construction of new or modernization of existing railway lines (as well as railway stations) are placed requirements on environmental protection. Among these requirements it is essential to reduce the demand on rail vibration emission to the environment. Near the railway track may be situated structures, buildings and people living in these buildings that can be affected by vibration. One of ways to reduce emissions of rail vibrations to the environment is the use of vibration isolating mats under the ballast [1]. 7 pages.
