Increasing the share of rail freight remains for more than two decades one of the main priorities of EU transport policy. The measure, which in the light of theoretical assumptions enable the realization of this goal is the creation of an open and Community-wide competitive rail market. The adopted in EU structural model of a common market assumes functioning of a dedicated entity managing the railway infrastructure and sharing it to independent carriers, for a fee. Railway operators, after meeting identical requirements for access to the profession and to the market have equal rights of access to the network, and are not burdened with public service obligations without adequate financial compensation. The duty of state authorities is to create fair rules of the market and to ensure the maintenance and development of the railway network. p. 7;

International Railway Fair TRAKO

On 24-27 September 2013 will be held a Xth edition of the International Railway Fair TRAKO. The reported number of exhibitors and interest of domestic and foreign visitors announces that it will be a record edition. Trade TRAKO become a permanent event in trade fairs schedule in Poland and Europe. p. 4;

New rolling Stock of Lithuanian Railways

In last few years Lithuanian Railways (LG) made significant purchases of modern rolling stock - from diesel locomotives (freight and passenger) to diesel and electric multiple units and diesel railcars. Among the bidders are dominating manufacturers from EU countries (especially Germany), displacing existing suppliers (entities from ex USSR). Among the new vehicles purchased by LG it is possible also to see Polish accents (Pesa from Bydgoszcz). LG is also an example of efficient use of EU funds, which are used not only for fleet replacement, but also to maintain and repair infrastructure. It can be said that among Baltic countries, Lithuania railways present the highest of technical or organizational level, becoming the object of admiration from its neighbours. p. 10;

Diesel multiply units class MR+MRD and Y

For several years in the Arriva RP operator colours run on the lines of the Kujawsko-Pomorskie Diesel Multiple Units Y series and MR + MRD purchased from Danish railways. These vehicles, despite age are still working and come from the same manufacturer, which operated by Railways Mazowieckie from 2005/2006 railcars series VT627 and VT628 multiple units. p. 4;

Energy Law and its implementing provisions clearly state that electrified transportation system as the recipient of energy is to comply with the conditions specified in the agreement, which imposes certain requirements on Railway Electrical Power Plant. p. 6;

Final evaluation of the effectiveness of the method of time series in examinations of railway traction substations

The nature of catenary loads depends on many factors [1, 7, 13], therefore, for this several years were analysed the results of measurements which were performed on three rail catenary substations. Part of the results was already presented in articles and conference papers [2-7, 9, 11-12]. It was pointed out that these substations worked together in parallel powering the hub of a large conurbation. Hence the specificity of their charges manifested a noticeable similarity. In addition, the traction load measurements were performed in one day cycle which for railway conditions is a rather short time. The authors were not able to repeat the measurements. Limited time and scope of measurements was caused by financial and organizational reasons. p. 5;

Identification of railway chains of supplies of coal

One of the major Polish direction to increase energy security is diversification of fuel and energy sources, involving the gradual reduction of the consumption of fast diminishing, the global oil and gas resources, at the expense of increased use of almost inexhaustible coal resources. Adopted on 10 November 2010 by the Council of Ministers Polish Energy Policy until 2030 states that coal will remain a guarantee of energy security of the country. This fuel is of particular importance, inter alia, for the power sector, because for the most part the demand for electricity is satisfied with coal, which makes Poland one of the most stable country in terms of energy security in European Union. p. 5;

Research institutes play an increasing role in the implementation of projects co-financed from external sources. It is the result of the pursuit for competitiveness and building prestige and strengthen its position in the market. Increased participation of research institutes in research and development projects also reflects the fact that these units are parameterized and categorized as research units in accordance with the Act of 30 April 2010 on the principles of financing science (Journal of Laws No. 96). p. 3;
